PUBLIC NOTICE OF INDEPENDENT REMUNERATION PANEL'S PROPOSED MEMBERS' ALLOWANCES SCHEME
The Local Authorities' (Members' Allowances) (England) Regulations 2003 place certain duties on local authorities in connection with publicising the recommendations made by their Independent Remuneration Panel. (IRP). The recommendations of the Panel relate to the Members' Allowances Scheme for 2015/16. They are as follows:

? Index linking for the Basic Allowance and Special Responsibility Allowances should continue to be geared to staff salary increases.

? Different levels of Dependents' Carers' Allowances for child care and adult care.

? Index linking for Dependents' Carers' Allowances should be on the basis of the Living Wage in the case of children and the Retail Price Index in the case of adults.

? There should be no change to the current arrangements for Allowances being pensionable.

? Travel and subsistence allowances should be paid according to Inland Revenue and staff rates respectively.

? To explore with the Inland Revenue the possibility of a proportion of the Mayoral Allowance being treated as expenses and thus as a tax free reimbursement. In the event of a negative response from the Inland Revenue the Mayoral Allowance be increased by £1000 effective from the start of the 2015/16 municipal year.

The IRP recommendations will form part of a report to the Council meeting to be held on 26 March 2015.
