(TEMPORARY ROADS CLOSURE)

(BASINGSTOKE HALF MARATHON) ORDER 2013


Notice is hereby given that Basingstoke and Deane Borough Council in exercise of the powers under Section 14(1) of the Road Traffic Regulation Act 1984 ("the Act"), and of all other enabling powers, has made the following Order:-


Reason for Order: The Council are satisfied that traffic on the road should be restricted or prohibited because of the likelihood of danger to the public, or of serious damage to the road, which is not attributable to works to be executed on or near the road.

Effect of Order: All traffic will be prohibited from travelling along various roads detailed in the schedule below. The closure is to allow for safe passage of runners during the Basingstoke Half Marathon.


Duration of Order: The order will come into effect on 26th September 2013 for 1 month only. (Notwithstanding the above it is expected the road closures for the half marathon will be for one day only, this being Sunday 6th October 2013 and roads will re-open once all runners are safely through.


Alternative Route: Motorists are to follow signed diversion routes as and when directed to do so, during the course of the event.

Schedule of Road Closures
Full road closures are required on all the roads listed to allow for the safe passage of runners during the Basingstoke Half Marathon on Sunday 6th October. Timings for each area are explained below and roads will be re-opened as soon as the last runner has passed through. Traffic will be held up on the A30 at the Hackwood Roundabout from 10.50am - 11.15am to allow safe passage of runners across the A30 Hackwood Road Roundabout. Holding the traffic will prevent the need for longer road closures on the A30.

Hackwood Road, Basingstoke
Between its junctions with Southern Road and the Hackwood Roundabout.
9am - 12pm


A339 Hackwood Road (Southbound carriageway only)
Between Hackwood Road Roundabout and Venture Roundabout.
10.30am - 11.45am
A339 Hackwood Road
Between its junctions with Venture Roundabout and the B3046 Farleigh Road. Access will remain only from Poynings Crescent and the Holiday Inn, northbound. Diversion route for the A339 will be via Tunworth Road and Huish Lane.
10am - 2.30pm


B3046 Farleigh Road (Both Directions)
Between its junctions with the A339 Hackwood Road and Grammarsham Lane at Farleigh Wallop.
10am -2.30pm


Church Lane/Hackwood Lane/North-gate Lane
Between Cliddesden Village and Ellisfield Village (junction with Grammarsham Lane).
10am - 12.30pm

Church Lane, Ellisfield
In both directions from Church Lane, Ellisfield to the junction with Green Lane Ellisfield.
10am - 2pm

Between its junctions with Green Lane and College Lane (at Wildmoor Farm).

A30 Ringway South
Towards the Hackwood Roundabout just to the west of the tarmacadum crossover point on the westbound carriageway of the road. Hampshire Constabulary accredited traffic control officers, using their conferred powers under Section 35 and 37 of the Road Traffic Act 1988, will apply a short term road closure and stop all traffic travelling on the westbound carriageway. This will permit the safe passage of competitors across the Hackwood Road Roundabout from the nearby start onto the A339. As soon as the rearmost race vehicle leaves the Hackwood Roundabout, the Ringway South will be re-opened. This method of short term road closure is designed to minimise traffic delays on the Highway and is considered a lawful, legitimate and proportionate measure to facilitate this event.
