THE BASINGSTOKE AND DEANE BOROUGH COUNCIL (TEMPORARY NO WAITING AT ANY TIME, ONE-WAY STREETS AND SPEED REDUCTION) CARFEST, NR OVERTON) ORDER 2013
Notice is hereby given that Basingstoke and Deane Borough Council in exercise of the powers under Section 14(1) of the Road Traffic Regulation Act 1984 ("the Act"), and of all other enabling powers, proposes to make the following Order:-
Reason for Order: The Council are satisfied that traffic on the road should be restricted or prohibited because of the likelihood of danger to the public, or of serious damage to the road, which is not attributable to works to be executed on or near the road
Effect of Order: No waiting at any time and one-way streets and speed restriction along C29 Whitehill Road, C12 Waltham Lane, Burley Lane and C226 Steventon Warren Lane, Nr Overton, as directed by signs. A - No Waiting at Any Time
1. C29 Whitehill Road, between its junctions with the A303 and Winchester Street, Overton Village.
2. C12 Waltham Lane, between its junctions with Berrydown Lane and Burley Lane.
3. Burley Lane, between its junctions with C12 Waltham Road and C226 Steventon Warren Lane.
4. C226 Steventon Warren Lane, between its junctions with the A303 and Burley Lane.
5. Berrydown Lane, between its junctions with B3400 London Road and C12 Waltham Road.
A1-5 will apply from 23/08/2013 - 26/08/13.
B - One-Way Streets
1. C12 Waltham Lane - eastwards only - from its junction with Berrydown Lane to its junction with Burley Lane, for approximately 600m.
2. Burley Lane - southwards only - from its junction with Waltham Lane to its junction with C226 Steventon Warren Lane for approximately 3100m.
3. C226 Steventon Warren Lane - southwards only - from its junction with Burley Lane to its junction with the A303 slip road by Popham Airfield for approximately 1300m.
B1-3 will apply from 23/08/2013 - 26/08/2013.
4. C29 Whitehill Road - northwards only - from a point approx. 300m North of its junction with the A303 to the entrance to the Test Valley Golf Club for approximately 2000m.
B 4 Will apply from 07.00- 20.00 on the 23/08/2013 and 17.00 on 24/08/13 and 25/08/2013.
5. C29 Whitehill Road - southwards only - from the entrance to the Test Valley Golf Club to a point approx. 300m North of its junction with the A303 for approximately 2000m.
B5 Will apply from 20.00 - 23.59 on the 23/08/13 and from 17.00-23.59 on the 24/08/2013 and 25/08/13 and from 09.00- 13.00 on the 26/08/13.
C - 40MPH Speed Restriction
1. C29 Whitehill Road - from a point approximately 300m north of its junction with the A303 to100m south ofitsjunction with the entrance for the Laverstoke farm shop, the speed will be reduced to 40mph (approximately 2800m).
2. B3400 London Road - from a point approximately 50m east of its junction with Two Gate Lane to a point 500m east of Berrydown Lane (approximately 1000m).
D - 30 MPH Speed Restriction
C29 Whitehill Road - from the entrance for the Laverstoke farm shop to its junction with Sapley Lane (approximately 2000m).
C & D Speed Restrictions
Will apply from 07.00 - 13.00 on the 23/08/13 - 27/08/13
The closure is to ensure public safety for the festival and local traffic during
Carfest. To assist with flow of traffic from the A303 to the event.
Duration of Order: The order will come into effect on 15th August 2013 for 1 month. (Notwithstanding the above it is expected the closure will commence from 23rd August for 5 days as detailed above).
