THE BASINGSTOKE AND DEANE BOROUGH COUNCIL (TEMPORARY NO WAITING AT ANY TIME. ONE-WAY STREETS AND 30 MPH SPEED RESTRICTION) CARFEST. NR OVERTON) ORDER 2014
Notice is hereby given that Basingstoke and Deane Borough Council in exercise of the powers under Section 14(1) of the Road Traffic Regulation Act 1984 ("the Act"), and of all other enabling powers, has made the following Order:-
Reason for Order: The Council is satisfied that traffic on those roads listed below should be restricted to ensure public safety for festival and local traffic during Carfest. Effect of Order:
No waiting at any time, one-way streets and speed restriction along B3400 London Road, C29 Whitehill Road, C12 Waltham Lane, Burley Lane, C226 Steventon Warren Lane and Berrydown Lane, as directed by signs. A - No Waiting at Any Time
(i) C29 Whitehill Road, between its junctions with the A303
and Winchester Street, Overton Village. (ii C12 Waltham Lane, between its junctions with Berrydown Lane
and Burley Lane.
(iii) Burley Lane, between its junctions with C12 Waltham Road and C226 Steventon Warren Lane.

(iv) C226 Steventon Warren Lane, between its junctions with the A303 and Burley Lane.

(v) Berrydown Lane, between its junctions with B3400 London Road and C12 Waltham Road. B - One-Way Streets

(i) C12 Waltham Lane - eastwards only - from its junction with Berrydown Lane to its junction with Burley Lane (approximate length of one-way = 600m).

(ii) Burley Lane - southwards only - from its junction with Waltham Lane to its junction with C226 Steventon Warren Lane (approximate length of one-way = 3100m )

(iii) C226 Steventon Warren Lane - southwards only - from its junction with Burley Lane to its junction with the A303 Slip road by Popham Airfield (approximate length of one-way =1300m)

(iv) C29 Whitehill Road - northwards only - from a point approximately 300m north of its junction with the A303 to the entrance to the Test Valley Golf Club (approximate length of one-way =

2000m)
(v) C29 Whitehill Road - southwardsonly-from the entrance tothe TestValleyGolfClub toapoint approximately300mnorthofitsjunctionwiththeA303(approximatelengthofone-way=2000m

C- Speed Restriction 30mph
(i) C29 Whitehill Road- from a point approximately 300m north of its junction with the A303 to the junction with Sapley Lane (approximate length 4000m)

(ii) B3400 London Rd from the existing 30mph terminal signs to a point 350m east of Berrydown Lane - (approx. length 750m)

(iii) C12 Waltham Lane -from its junction with Berrydown Lane to its junction with Burley Lane (approximate length of one-way = 600m).

(iv) Burley Lane - from its junction with Waltham Lane to its junction with C226 Steventon Warren Lane (approximate length of one-way= 3100m )

(v) C226 Steventon Warren Lane -from its junction with Burley Lane to its junction with the A303 Slip road by Popham Airfield (approximate length of one-way =1300m)

Diversion Route
For inbound phase the one-way system becomes a loop and will act as a diversion, for outbound phase Micheldever Road will be the diversion to Overton Times and Dates:
A (i) to A (v) will apply from 22/08/14
B and (iii) will apply from 22/08/14
B (iv) will apply from 07:00 on the 22/08/14 to 24/08/14
B (v) will apply from 20:00 on the 22/08/14 and from 17:00 on the 23/08/14 and 24/08/14 and from
09:00 on the 25/08/14
C (i) and (ii) will apply from 07:00 on the 11/08/14

Duration of Order
The order will come into effect on 22 August 2014 for 1 month. (Notwithstanding the above it is expected the restrictions will commence from 22 August 2014 until 31 August 2014 as detailed above).
