THE BASINGSTOKE AND DEANE BOROUGH COUNCIL (TEMPORARY ROAD CLOSURE) (BLACK DAM ROUNDABOUT) ORDER 2015
Notice is hereby given that Basingstoke and Deane Borough Council pursuant to arrangements made under Section 101 of the Local Government Act 1972 with Hampshire County Council in exercise of the powers of the said County Council and in exercise of the powers under Section 14(1) of the Road Traffic Regulation Act 1984 ("the Act"), and of all other enabling powers, proposes to make the following Order:-Reason for Order: The Council is satisfied that traffic on the roads should be restricted or prohibited because works are being or are proposed to be executed on or near the road.
Effect of Order: All traffic will be prohibited from travelling along Black Dam Roundabout as directed by traffic signs.
Phase 1: After its intersection with A30 London Road eastbound to a point midway of its intersection with A30 Ringway South westbound and A30 Ringway South eastbound
Phase 2: After its intersection with A30 Ringway South westbound to a point midway of its intersection with A30 London Road eastbound and A30 London Road westbound. The closure is to allow improvement works.
Alternative Route: Please see below Schedules, Local diversion(s) will be in place for non-motorway traffic as indicated by traffic signs
Schedule 1- Phase 1 Closures - Diversion Routes
A30 London Road to M3 Junction 6
Traffic will be diverted from A30 London Road to A287 Hook Common southbound to M3 Junction 5 then M3 westbound to M3 Junction 6
A30 London Road to A30 Ringway South
Traffic will be diverted from A30 London Road to A287 Hook Common southbound to M3 Junction 5 then M3 westbound to M3 Junction 7 then A30 Winchester Road eastbound to A30 Ringway South eastbound until its roundabout with Hackwood Road
A30 London Road to A339 Ringway East
Traffic will be diverted from A30 London Road to A287 Hook Common southbound to M3 Junction 5 then M3 westbound to M3 Junction 7 then A30 Winchester Road eastbound to A30 Ringway South eastbound until Black Dam roundabout then onto A339 Ringway East northbound.
M3 Junction 6 Spur to A30 Ringway South
Traffic will be diverted from Junction 6 onto M3 westbound to M3 Junction 7 then A30 Winchester Road eastbound to A30 Ringway South eastbound until its roundabout with Hackwood Road
M3 Junction 6 Spur to A339 Ringway East
Traffic will be diverted from Junction 6 onto M3 westbound to M3 Junction 7 then A30 Winchester Road eastbound to A30 Ringway South eastbound until Black Dam Roundabout then onto the A339 Ringway East northbound
M3 Junction 6 Spur to A30 London Road
Traffic will be diverted from Junction 6 onto M3 westbound to M3 Junction 7 then A30 Winchester Road eastbound to A30 Ringway South eastbound until Black Dam Roundabout then onto the A30 London Road eastbound
A339 Ringway East to M3 Junction 6
Traffic will be diverted onto A3010 Churchill Way westbound to A340 Ringway West southbound to A30 Winchester Road westbound to M3 Junction 7 then M3 westbound to M3 Junction 6
A339 Ringway East to A30 Ringway South
Traffic will be diverted onto A3010 Churchill Way westbound to A340 Ringway West southbound to A30 Ringway South eastbound until its roundabout with Hackwood Road

A339 Ringway East to M3 Junction 6
Traffic will be diverted onto A3010 Churchill Way westbound to A340 Ringway West southbound to A30 Winchester Road westbound to M3 Junction 7 then M3 eastbound to M3 Junction 6
A339 Ringway East to A30 Ringway South
Traffic will be diverted onto A3010 Churchill Way westbound to A340 Ringway West southbound to A30 Ringway South eastbound until its roundabout with Hackwood Road
A30 London Road to A339 Ringway East
Traffic will be diverted to take the A30 Ringway South westbound to A340 Ringway West northbound to A3010 Churchill Way eastbound to A339 Ringway East
Duration of Order: The order will come into effect on 21 June 2015 for 6 months until 20 December 2015. (Notwithstanding the above it is expected the closure will be from 2000 hours to 0600 hours for 7 nights displayed on road signs in advance.)
The exemptions under Section 87 of the Road Traffic Regulation Act 1984 and The Road traffic exemptions (Special Forces) (Variation and amendment) Regulations 2011 shall apply to the order.
