A COUNTY councillor for Basingstoke has criticised a homebuilder for moving ahead with the Winklebury Regeneration Project despite a motion to review the plans.
The scheme includes 206 new homes, of which 40 per cent will be affordable; a large new community park at the former Fort Hill School site; a play facility; healthcare centre; and new local shops and small business space.
Cllr Arun Mummalaneni, who represents the Basingstoke North West Division on the county council, said he was disappointed to see Vivid not respecting the democratic process.
He said: “Vivid is very well aware that there is a review due after councillors voted earlier this year to review this regeneration programme. Despite this they are moving ahead.

“They're not respecting the democratic process or democratic will of people.”
Cllr Mummalaneni, who is also a Conservative member of the Basingstoke and Deane Borough Council, said Vivid has to review the plan.
He added: “At the moment I'm not saying that the planning application that they are going to submit is right or wrong. I'm saying that we want to review this plan as per the democratic rights. Currently they are not respecting our will.”
On Tuesday, July 5, the borough council's cabinet was informed that the scrutiny committee has recommended the cabinet engage with Vivid regarding the Winklebury plan.
Although councillors from the ward made their reservations clear about the referral, cabinet member for homes and regeneration Cllr Samuel Carr said there are time constraints which need to be addressed.
Cllr Carr said: “Vivid has secured funding from Homes England to secure the scheme, but this finance is only guaranteed against a 'non-negotiable start-on-site deadline'.

“There are time considerations which need to be addressed. I hope that council will acknowledge that vivid and its partners have made significant steps and changes to Winklebury Regeneration Project as a result of the recent motion.”
