Hartley Wintney recorded their first home win since Boxing Day thanks to a first-half goal.
The win moves the Row up one place, but still eight points away from relegation safety with just four matches remaining.
The Row started stronger and on three minutes a cross from Afo Soyemi found Adam Laaref who dragged his shot wide.
Hartley continued in the ascendancy and took the lead on 13 minutes. The hardworking Soyemi played a perfect through ball to Harry Cooksley who shot home past Harrow custodian Jacob Knightsbridge. (1-0)
On 26 minutes Hartley came close to extending the lead when Soyemi saw his acrobatic effort hit the post.
Harrow came into the game and had their first effort on 40 minutes Benjamin Lacey-Turner got free down the right and his cross found Kai Omoko Brosnan who saw his header saved by Marcis Brzozowski in the Hartley goal.
Defences dominated the opening phase of the second period.
However, on 64 minutes, a loose play in midfield by the Borough allowed Soyemi a run in on goal, but Knightsbridge brought out a good save.
Harrow pressed towards the end of the match, but were unable to make any impression on a resolute Row defence.
Hartley Wintney are at home again on Saturday when they have an attractive fixture against league leaders Weston Super Mare.
