The storm was forecast to bring strong winds and heavy rain affecting coastal areas, with a yellow weather warning in place until 11.59pm on Thursday, November 2.
Basingstoke and Deane suffered heavy rain overnight, which meant some rivers and streams burst their banks.

Emergency services and partner agencies had said they were ready to support residents and The Hampshire and Isle of Wight Local Resilience Forum declared that their response was escalated to ‘Major Incident’ status from midnight on November 1.
The Hampshire Isle of Wight Local Resilience Forum has since downgraded the 'Major Incident' response across the region for Storm Ciarán.
Whilst the Met Office yellow warnings for rain and wind are still in place through the coming days, the county has not encountered the extent of the weather forecast which has been seen in other regions across the South of England.
Local authorities, emergency services and partner agencies will continue to support residents across Hampshire and the Isle of Wight, with the yellow warning for rain in place until the end of Thursday, November 2, and wind until 5pm.
