A MAN who dumped a washing machine and a fridge-freezer at a council-owned recycling site has been ordered to pay more than £1,380 after he was caught on surveillance equipment.
Terry Girdler of Amazon Close, Basingstoke, appeared at Basingstoke Magistrates’ Court on Tuesday, January 9, and pleaded guilty to fly-tipping the items on Wednesday, May 10, 2023, at Winklebury Recycling Centre.
The court heard that the 57-year-old was captured by surveillance equipment leaving the appliances at the site before driving away. Magistrates ordered him to pay a £700 fine, a victim surcharge of £280 and compensation costs of £400.

Cameras were installed at all six council-owned recycling sites in November 2022 as part of a pilot project to help reduce fly-tipping in Basingstoke and Deane with funding from the Department for the Environment, Food and Rural Affairs.
Since they have been installed there has been a reduction in the amount of fly-tipping at these sites.
This is the council’s third successful prosecution using evidence provided through the surveillance equipment.
Evidence from these cameras has also supported council officers to issue 48 fixed penalty notices, five written warnings and one formal caution.
Cabinet member for residents’ services and housing Cllr Laura James said: “It is vital that people understand that our recycling sites must only be used for recycling and not for dumping unwanted appliances or other household items.

“Leaving items on the floor or on top of the bins is fly-tipping and we have made this clear to residents with information and signage at the recycling sites.
“Our aim is to support residents to recycle correctly and to dispose of unwanted items appropriately. We will use evidence provided by these cameras to enforce the rules to help stamp out fly-tipping at these sites."
