PLANS to transfer council-owned land to a housing association allowing for more than 200 homes to be built will be considered by council chiefs.

A planning application to build 203 sustainable homes, a centre with shop fronts, a pre-school, a medical centre and community facilities in Winklebury was approved by the council in November 2023.

However, land at the former play area in Winklebury Way and land in Carisbrooke Close, owned by the council, is required by Vivid to facilitate the plans.

The council will consider the transfer of the land at a cabinet meeting on Tuesday, September 10. If approved, the plans would see 11 new homes built on land at Carisbrooke Close.

The homes are set to be used for social rent and will include four large four-bedroom homes, which the council says will 'help drive down the current waiting time' for houses of the same size, which currently stands at over six years.

More than 60 per cent of the new homes will be 'affordable' says the council, which will include social rented houses and alternative 'low cost options'. The council added that this would be a 'welcome boost' as only seven affordable homes have been built in the area in the past 15 years.

Cllr Gavin James, co-leader and cabinet member for finance and property said: “The regeneration of Winklebury is incredibly important to us and historically we have a good track record of working with our housing partners to deliver successful regeneration projects in areas such as Oakridge, Popley and Bishops Green.

“Vivid’s plans for the area support our priority of delivering more affordable homes that are desperately needed in Winklebury and would also deliver a range of benefits for the local community including a new medical centre, community facility, open space and play area, shops and pre-school.

“Using land that we own is one of the main ways that we can support our partners to deliver improvements for our communities.

"Transferring these areas of land that we own in Winklebury would allow Vivid to bring their proposals to life, subject to completion of legal agreements and meeting planning conditions, for the benefit of local residents and ensure Winklebury is the best it can be for everyone living there.”
