AN OFFICE building could be converted into a block of 99 flats if plans are approved by Basingstoke and Deane Borough Council.

A change of use application was submitted to the council on Monday, September 23, to convert Winterthur House in Winterthur Way from an office to a block of flats.

The developer, real estate company VCRE Five Basingstoke Limited, has outlined plans for 58 one-bedroom and 41 two-bedroom apartments in the 5,655 sqm building.

Parking for the housing will be provided within the multi-storey car park which has space for 238 vehicles, in addition to new cycle parking for residents.

The building was previously the subject of another planning application, approved by officers from the borough council in August. 

The application proposed alterations to the facade of the building, including the replacement of windows, the installation of window openings, and the replacement and installation of cladding panels and new external doors.

According to the developer, the alterations will be carried out before the houses are occupied.

Ward councillor, Arun Mummalaneli, said that whilst the conversion 'may seem beneficial at first glance' residents 'must critically examine what this means for our community'.

He added: "With Basingstoke already facing challenges related to existing permitted developments, infrastructure, parking, and local services, does converting existing office space into more flats truly address our housing needs?

"Are we prioritizing quantity over quality and community well-being?"
